The Chinese are infamous for playing the long game and they be more concerned with maintaining or increasing their market share rather than profitability. It could be that the Chinese government are funding these lossmaking operations to achieve their market objectives. Possible but I don't know if they are.
Forgoing sales instead of lowering prices sounds like a fool game when the other party in Chinese. I would think they would see it as an opportunity to fill the gap with their product and thereby increase market share. The Chinese will simply outlast you and the cash in your bank account.
