To foreign investor/owners, "You may own the plot, but if you dug it up in Oz, you cannot sell or give it away to others or especially yourself, at a price lower than we set.
Another way might be to say, "Okay, this is the tax you pay per tonne on Oz assets xyz. Now the price you get for selling that asset is your problem."
