I agree with what you say, but that isn't the world we live in unfortunately.
It would be a tough ask for them to take a large position in a company, and not allow them to offset their long position. I'm sure there are other strategies to offset though, and nobody would be happier than me to see millions outlawed. It must be costing the Aussie taxpayer hundreds of millions.
