Don't be too sure of the time frame when you are talking Africa. Some things may be delayed indefinitely but one Zimbabwe mine I reviewed satellite pics of went from green fields (Including a rotary irrigation system) to a seemingly working mine in two years. Of course you can't tell if or how well it is working from the images.We probably can guess where the money/equipment came from.
