They might be penny wise & pound fool..... the money the CCP save on subsidising will likely pay for some top quality spod from elsewhere that isn't leaving them environmentally exposed by dodgy practices in their own backyard.
They may even look to stockpile asap to take advantage of the very low current market pricing
