I remember Joe did mentioned that the P2 may never be considered due to the huge volume of sulphuric acid requirement, not to mention the huge volume of byproduct that can be a problem for the local market. He believed P1 is most economic/simple to build (Capex/opex), he see possible many P1s in different locations and possible something bigger (between P1 and P2).
