Doubt it's necessary. Pilot plant is to confirm the tech works on particular mineralisations. Suigest anyone interested in a licence would send their samples to LPDs pilot plant to confirm suitability, noting already 19 mineralisations proven.
Once proven they'd not waste their money on a pilot plant, would be straight into production plant I'd imagine.
