Project Funding
Information from both LPD and a cursory knowledge of project funding, is at odds with your claim the "DFC is unlikely to fund this if the Chem plant does not get concurrent firm funding commitments".

Other DFCs, sovereign wealth funds, banking consortia and strategic investors will leverage the DD undertaken by US DFC. Discussions occur between 2nd parties, with each having its own approval timeline. If the US DFC is satisfied with its assessment, funding approval for Karibib does not have to be contingent on the chemical plant financing.

Your conclusion that it is "All or nothing Mighty Joe" is not supported by typical project funding norms.

US DFC Transaction Documents
Investors who have spent a cursory amount of time to understand the US DFC process will know that the transaction documentation will include conditions-precedent for the release of funds.

Do take the time to read, learn and understand. It will save yourself further embarrassment. Like you said "DFC...doesn’t like being the laughing stock", but that objective doesn't seem apply to your posts.
