It's unclear if @4hrworkweek read the article it linked to, but it is clear that today's user of the account didn't understand it.

It's not unusual that an informal settlement doesn't have power. Karibib has power. DFC doesn't need to provide a loan to supply power to informal settlements. The local authority already has carriage of the matter.
