Totalitarians always choose the stick.
A good example is Tony Seba's oft-quoted presentation on disruption, where he shows a 5th Avenue photograph from 1900 (street filled with horse-drawn carriages, only one car) and directly contrasts that with the same street scene from 1913, showing numerous cars and trucks, and a single, solitary horse and carriage.
The important point is that horses were NOT legislated out of existence, but rather replaced by something BETTER.
If PM Blackface pulls out the stick, it will not affect him as he will be well out of office, and all it will effectively achieve is curtailment of development over decades, and decimation of an industry.
Freedom to choose what is best for an individual is the antithesis of communism.
