There are plenty of sources saying the same thing. Yes, inflation is always high in Argentina. From 1998 to 2013, inflation is about 10% per year with some years deflation. From 1998 to 2013, only one year with inflation above 25%.
In 2017 inflation was 26%. In 2018 (not shown in that source), inflation was over 50%.
"The devaluation offsets the inflation"
Devaluation of peso is the major cause of inflation. That's why the current president borrowed US$56 billion from IMF with majority of that money is to buy peso to stop devaluation of peso and reduce inflation. Say in Australia, petrol is AU $1.4 per litre. If Australian dollar collapses like peso by 70%, you will be paying $4.5 per litre and higher transportation cost creates inflation on food etc. Local people earn peso not USD.
