Anybody who holds is eligible. Doesn't matter if you own 1000 or 1,000,000. Your allocation will be determined by the amount you hold.
i.e if you hold 100,000 shares divide it by 13 and then multiply by 2 = around 15384 which you would be guaranteed to be allowed to buy. Then it is up to you to apply for any shortfall after that. The only foreign countries that appear to able to apply are New Zealand, Singapore and Hong Kong.
