Yeah - Lithium-Titianium alloy chemistries are being worked on by a few parties, including one Australian one that is far more advanced than Toshiba. The Aus one is currently undergoing 18650 cell manufacture at CSIRO for extensive scale testing. The Aus one has similar performance characteristics you cite but with no niobium and the elimination of thermal runaway risk associated with graphite.
