Adding the upcoming election into the mix on 20th December and there are quite a few compelling dates lining up where outcomes will soon be confirmed. With the State having to file yesterday and the virtual hearing set down for 11 December 2023 I suspect the pressure is mounting on Felix to sign the MOU with AVZ before his opponents start using the award of the ML and end to corruption in the DRC as failing of his Govt. Previous reports alluding to the forecasted rulings going against the actions of Zijin and Cominiere would suggest to me Felix needs to act fast or suffer the same consequences as previous corrupt leaders.
