I don't think we can or should attempt to force anything with these interim rulings, and I am hoping that all falls into place with the final rulings. My guess is Felix has his hands tied by the Chinese, until he can reliably say, now my hands are tied by the ICC/ICSID. If Felix drops that ball and doesn't issue executive orders, or put pressure on the ministers to follow through, and it goes back to DRC courts for enforcement, then we really are in for a long haul.
