ICSID Order 4 - Remeber order 3 was cease all activities and allocate to AVZ. They had 4 months of non-compliance by DRC, does the ICSID allow DRC to make a fool of what their orders noting they said it was mandatory? You dont go from "You must" to "okay lets listen" .
Order 4 is definitely action in my opinon
