JV has a "take or pay" from ODFA.... WHA does not have a "take or pay" with JV. So milks goes as follows:
ODFA -> JV -> WHA
Essentially OFDA & WHA are incentivised to sell as much of the powder as possible with WHA having first rights to it but if that fails then powder sits with JV. That's the important point and that really means they'll negotiate with either WHA or other parties to get it sold so either way they are in it together and no real "take or pay" exists.
