It's a hollow comment from Turnbull if he is just using it as an excuse to cut health and education, while he ignores middle class welfare, unnecessary tax perks, multinational tax avoidance, etc.
The best way to live within your means is to rationalize where you spend your money and why you spend it there, this include welfare, rebates, concessions, and why tax loop holes are left open.
You do know Abbott (Dr Yes) and Hockey accelerated the accumulation of debt with their cutting of revenue and increased spending, and note that shifting savings to other spending does not help the budget bottom line.
