May 21st announcement says pilot plant planned to be commissioned late 2019.
Lilac doesn't produce Lithium Chemicals, it is an ion exchange direct extraction process that produces a purified concentrated solution that can be easily processed into Li Chemicals by conventional methods.
As for determining whether this solution can be processed into Li Chemicals have a read of the Nov 2018 Phase 1 Engineering Study
