Hey Cold steel,
Take a look at an LKE graph for the last 5 years, and you will see that the share price has had support many times around 10 cents when falling from higher levels, and has also had resistance around 10 cents multiple times when rising from lower price levels.
This is what creates a technical resistance/support level.
