As of Jan st the 7500 tax credit will apply to all EV makers in US despite Chinese Ties, until further ironing out of IRA as per exceptions, ammendments of countries to be added or given special status for trade. Very Likely Argentina will fall into that category. Machinery, and tools can be from anywhere.
