I am not sure why there is such a big deal about this. I work in the security industry, and from my experice, when we bid on projects we often see the client choose a poorer service rather than the best one. Why? money. More proficient comapnies that can provide better trained expatriates, and operates legitimately (insurances, local taxes etc) will be more expensive than companies who do to uphold to those international standards. I have personally seen US companies go for cheaper local-international JV ventures, who promised the world and a high level of service... and are still grounded months after the mobilisation date. Why? many things. cheaper labour, less profficient mangers and operators, often super cheap labour, no insurances, dont pay the correct tax and on and on. Sometimes the best provider is not what they look for, it's just numbers.
