I understand that Propunter2 but we are in the rigorous review and DFS development stage; not the execution stage.
Expect that most of the execution would be contracted out.
IMHO they need someone who has been there and done it before, with prior knowledge of the options space to be balance out all the considerations and select a solution to fit the need and cost target.
