OK dug executive government are the guys and girls in the cabinet who are Ministers or in America Secretaries I know that this is a bit confusing because secretaries also means something else. In Australia the PM must chose his ministers from people elected to parliament you know people who spent their lives doing nothing productive, usually staffers and lawyers, throw in the odd trade union leader if that lot are in. Anyhow the President can appoint anyone and can appoint really talented people who have real life experience in the portfolio that they are given. This is why the Presidential system works so well while ours locks up a tennis superstar for following the directions that the government gave him. Marginally better than the refugees we locked up for exercising their right under international law to claim asylum. But that would need another post.
