The mines likley exist, the ability of them to be able to get the stuff out of the ground is going to be hard, where are they going to find the skills to be able to convert the stuff lithium carbonate, the infastructure is horrible in most of Africa.
Benchmark will be on top of this, but I'm guessing China trying to downramp pricing, wouldn't be surprised if GS and CS saw this coming and wrote research to help.
