    Most likely shorts covering their positions,
    It seems everyone is turning a blind eye to the fact how inflation and rising interest rates will affect this project. The funding needed is going to be enormous and the rate previously stated by the UKEF is likely to be increased substantially, therefore a cap raise is highly likely imo
