People might not risk/trust/believe:
- that the oil can get to market in a timely manner;
- that the oil will flow at targeted rates;
- the required approvals will need to be gained;
- the required capex to bring this project into fruition is not currently in place
There are always a few things outside of the project managers control that can effect time frames.
