Excellent summary to explain to all and sundry the possibilities that may eventuate in the future..

If I was Greg I would seriously be considering organising the money to start building the plant. The time for sitting back and waiting to get the other 4 to 6 mtpa is over. Playing it safe obviously has not worked. I think once those that are sitting on the sidelines start seeing that this is actually happening they might be persuaded to jump on board.
You have to try something different . This might just force the hand of these fence sitters to get interested and commit themselves to this project.
It might sound a little out there but I think if I was talking to Greg over a glass of red wine I would now be asking the question if this was a viable option.
It's time for some bold decisions to be made.
