I wouldn't give this comment from GV too much weight. He did say only about six months ago that he was 'very confident' that an agreement would be signed either 'later this year (2017) or early next.'
Not the first time he has alluded to BTAs being finalised and nothing has materialised. This just goes to show he doesn't really know, and when he says things like this, my BS metre starts ticking up.
