There's no skills shortage ... it's a ruse. To have a shortage we would need workplaces that require skilled people and they don't exist in numbers enough to, nor will the,y given out clever country is more interested in bumb sitting jobs that merely exist to give people something unproductive to do.
e,g have a look at the social media sites for trades and you'll see sparks grubbing for work and even resorting to stealing work from the refrigeration trades by e.g. putting split ACs in and gutting the margins in the process. Only a matter of time before they become plumbers and tank that trade too.
