Because the report was accurate, but the market was looking for a cure not a treatment.
A lot of people don't understand emergent order mechanisms like markets. The market is only always correct as a function of time. The market can be "wrong" for a very long time before it is eventually "right". What "right" means is dependent on time horizon.
This project is a titan, for those with the fortitude to hold, the rewards will be great. For those with a more near-term time preference... Well, we all know the history.
