Its a good time to buy, we are on the hunt right now in the Gold Coast for our next (2nd) property. We will move into it and rent out our current PPOR most likely.
Assumptions about building equity through growth have proven very wrong in the past 5 years and I suspect has set back a lot of heavily geared investors plans. You can be sure that when it does pick up, and the growth is not spurts but sustainable, you will see those investors back in the market to use that equity.
Be careful though - the good times of property are gone. Anyone could have made money in property in the 2000's but its a very different environment now.
Do your research and don't over extend yourself.
