bretto There's a reasonable amount of largish engineering companies who are capable of assembling a jigsaw puzzle out of containers. Lets say Sino construct the plant, ship it to townsville and then the local (Aus) engineering company assembles it, with some sino engineers onsite.
Cdu will be there watching but who do they have with the expertise or knowledge to manage the construction and commissioning?
It's not like buying dumpers or excavators.
