Execution of a funding agreement with Locke would not necessarily be positive as it would mean the probability of an even longer entrenched and protracted dispute increases as well as dilution. A far superior outcome at this stage is a some sort of negotiated settlement with a emphasis on giving the people of the DRC and the DRC government a greater stake.
