By upping the anti, the conflict is not going to end soon. infact it's going to be extended instead. The Russians are going to go to the next level. Which unfortunately they can. Because logic tells us that this is not a war yet. It's a controlled conflict. The number of casualties, especially civilian ones tells us that it's not a full on war. every now and then there is a civilian building hit by missiles. But from the hundreds and thousands of missiles fired. We only hear of a handful of civilian buildings being hit. And since they do make a big deal everytime one is hit , we know that that it doesn't happen often.
