Logistics overall are not an issue. Of course there maybe times when no coal can be shipped but as explained by others its everywhere in every country. Weather is a major factor. Most Northern hemispheres mines get very cold during winter and some close down for 2-3 months. Shipments from many of these countries stop as well.

BHP and other companies near Cokal will all use the same waters and have very plan in place to get as much coal out of their mines when they can. Even if they ship 10 months a year it comes down to the number of barges etc so I wouldn't worry.

Once funding is in place a rerating will happen very quickly. As Von says these things can happen any day.
