I have no problem with that line and think it might well be true. They don't need to have links to ISIS to be someone all screwed up by the Quran.
Many nutjobs who we see evidence of on youtube etc spouting absolute garbage are your average garden variety locally cultivated and infected muslims - they certainly do not necessarily appear nor need to be linked to ISIS to be crapping on like they do.
Neither do (for example) the higher than average disability pension rorters of Lebanese muslim background need to be linked to ISIS to have a mindset that allows them to consider this act.
Islam is demonstrated time and time again as the common thread - the Quran together with many who preach its words/actions appear to have more impact than other causes and bear responsibility for such immoral behaviour - the hypocrisy being "immorality" caused by something and so many (preachers) held to be so moral by so many.
