I'm not sure how it will work to be honest. Obviously the answer is to increase supply not cap prices.
Notwithstanding there is currently no obligation that I'm aware of for NHC or WHC to sell their coal to the domestic market. They set/offer a price and if that isn't taken by the power plants then it simply goes to another international bidder. The same applies for gas.
So unless the government implements forced quotas, I'm not sure how price caps even do anything.
Some useful information here from AEMO's latest report. Hilarious to see how Hydro is more expensive then coal. Thought renewables were cheaper?
