A lot of drivers are in the industry as they receive cash daily from their operators. They prefer it that way. All these new apps work well with an independent owner/driver who runs a taxi/hire car as a small business. Transient taxi drivers (more than 50%) don't give a stuff about new technology, only hard cash in hand.
CAB and other taxi networks are entrenched and have scale and are subject to regulatory requirements. Apps can be copied, so anything innovative out there like Uber etc can be mimicked.
At the end of the day the service is transportation and no amount of technology can change the fact that you need a clean vehicle with a reliable, courteous and knowledgeable driver to transport the customer. That can be achieved by picking the cleanest cab off the rank as has been done over 100 years.
