Perhaps the difference in this price and the actual price of coal is the "convenience factor" for oil... because it's so much easier to fill up and transport a container of oil than it is to transport coal. Similar cost difference arguments with gas/nuclear could be made as well. Gas compression/cooling/liquifying and nuclear storage costs.
