i am not sure about Southdown but if they plan to export ultra fines from the beginning they will gives themself a way to do that.
But a short term change at Savage River to just shipping fines is unlikely to be realistic.
The pellet plant feed is a dewatered slurry. It dries out in the kiln. You cannot simply take the dewatered slurry (which is like a thick sludge) and put it on a ship you have to dry it out enough to handle. Unless Savage River has a plant to do that it is not possible to switch to exporting fines and bypass the pellet plant.
