Very very tricky process. I believe Native Title could be the reason for the delay which aims to ensure a fair and reasonable outcome for all involved. It is important to get the balance right so that no one party goes too far with their negotiations, and goal posts do not get moved. A wealth of experience here for this kind of thing and a great result for all involved imminent I believe. Certainly my opinion only on this.
