I cant understand how a company in administration allows another...

I cant understand how a company in administration allows another company to operate on its site? , M8 applied for a license for scrap metal prior to administration now another scrap metal company has moved the majority of its business on to the property after sprouting for the last three years it wouldn't be long before they were in there, what were they privy too that share holders weren't aware off ?
