GSL would have no control over approval times for all the players involved in this project funding. Whilst there would have been indications for approval times, reality approval times are very often different.
It just takes someone to ask their manager/director/VP/Minister/??? for signoff and all of a sudden they want additional supporting documentation or additional review. Given this is a one off multi-partner approval process, there would be no precedence for how long approval will take in reality.
I believe this will happen, eventually. If it doesn't come off, it will be disappointing for Australia!
