I'd be a bit hesitant to call the PTM a foregone conclusion hooky. I've been wondering if the public review period might be seen by the environmental groups who will be challenging the SML as an opportunity to make an early start by raising objections at at this point.
Purely conjecture of course and for all I know there could be some restriction on what they can do and say but I'll be breathing a lot easier once the 2 month public reveiw period is over.
