If you look though the announcements RRS management have made a comparison with the time it took for HDR to sign their PSA until the time it took for the commencement to production. They have stated that they want to substantially improve on that time. Also the Puntland Government are not going to wait years for the commencement of exploration. IMHO which doesnt count for much :) , many things will be fast tracked. The initial exploration period now only has 3 years to run and there will be government elections before that time. There will have to be something tangible shown within that timeframe otherwise there is the fear that Puntland could go back to the evil past.
