yep it does seem confusing on the surface - but buying back shares is actually a form of debt reduction strategy for the company.
Less shares on offer implies less outgoings at dividend time. It is a wise strategy to do this rather than just sit on cash as the received interest is usually less than the dividend liability from shareholders.
