That would depend on who is selling and who is buying...by nature of the trades today it isn't any particular individual or entity selling or buying so can't build a conspiracy theory on it. But the price range of 15 - 16 cents suggest some holders have given up and are moving on.
The buy / sell spread at close of trading was interesting....heavily weighted towards sellers in both number of sellers and quantity of shares.
