PGC has low ROC (<10%) by my estimates and so i'm not convinced its great quality. Although GEM, GXL, SGH etc have shown that you can get away with a high multiple for a while as long as the deals keep flowing, I would question whether the deals PGC has been doing are actually generating much value given its ROC.
That said, I guess it could improve if they have now reached scale and have the distribution/warehousing platform in place to achieve synergies. Easier said than done though.
I reckon they are looking at $7-8m npat this year so price looks about right if not a bit toppy to me.
