Looks like NFL may still be investigating a Port Botany plant. Found this little snippet under note 29 in BEI's report:

"During the period, the NFAL group entered into a non-cancellable commercial lease agreement with Vopak Terminals Australia Pty Ltd for the supply of storage facilities at Port Botany, NSW. The contract is for a period of one year.

During the period, the company entered into a land option agreement with Vopak Terminals Sydney Pty Ltd to secure land on which to construct a proposed biodiesel plant at Port Botany, NSW. The contract is for a period of six months."
